need solution for cyber cafe/internet kiosk

planning to install ubuntu as os for cyber cafe. need features like:

1. user log-in\log-out info with terminal identification,
2. web history log of each user stored and secured somewhere and no user can access the others web history,
3. Mail server logs,
4. blocking objectionable websites relating to pornography, obscenity, terrorism and other objectionable materials, and also no access to vpn et al,
5. block execution of executable files or other harmful software,
6. disallow the user from tampering with the computer system settings,
7. disallow the user from installing any software,
8. daily reports of 1,2 and 3

i will use 11 comp and 1 server(if required and if suggested) and 1 comp to overlook and manage them all.

how am i suppose to accomplish them, and is it possible to implement requirements like these without using any software
