Ubuntu 12.10 is not working on my Dell Inspiron Switch

So I just upgraded to 12.10 and booted up my laptop (Dell Inspiron Switch, i5 processor) well it boots up, it shows the desk top but the start bar at the top is missing and so is the side app bar. I can access all of the settings through right click. It shows wifi connection. Mouse works, and keyboard works. The only problem it seems is the missing bars. But as you know, without those bars there is no access to any of my files or the internet. What should I do?

Seems to have an ATi GPU as well as am Intel GPU. Is this the case?

In settings find screen and try to give it right resolution.Maybe it is giving higher resolution then one you need.

I reinstalled 12.10 from a usb device and it solved the problem. However, now my mouse and internet aren't working. I've been running Ubuntu on this machine since 11.04. When I first installed 11.04 it somehow tied the bluetooth and the wifi card together. If I turned bluetooth off it would not connect to network. Now the bluetooth is off and it isn't giving me the option to switch it back on.

Dell laptops have settings for Wifi and bluetooth in the bios check if its turned off there
