Not able to boot from any cd/dvd usb flash to install Ubuntu...

I dont know what to do next My computer is catatonic:

One my computer wil not boot from anything cd/dvd usb flash drive ect..... basically I screwed things up and now all I get is this:
GNU GRUB version 1.99-21ubuntu3.1
Minimal BASH-like line editing is supported. For the first wor, TAB lists possible command completions. Anywhere else TAB list possible device or file compleations.

I have to admit I am a VERY new user to ubuntu and really have no idea of what I might have done or what to do next.
can any one help me?

ps the computer I am trying to work on is a toshiba satellite c655d-s5130 system unit ( if that helps at all)

You say your computer will not boot anything?

This is not Linux related, it is computer related. Have you accessed the BIOS/changed the boot order?

There is a way to recover from Minimal Bash but it is complicated.

 If there is anything you want to save, when you boot, save it to an external hard drive. If there is nothing you want to save, do a new install...

Yes I have tried changing the boot order and nothing happens .......I cant even do a new install for some reason.....Is there a way to do it step by step? I dont know what to do I would like to just get rid of this grub thing and go back to using Ubuntu.......is there a way to that? The reason I have this problem in the first place is because My computer kept freezing.....except when it hardwired in to an ethernet connection then it seenms ike it had no problems most times I couldnt even get passed the login screen fo ubuntu when it just freezes......idk let me know Long way or easy fix I think any thing right now would be goos just to have a machine that works properly would be good.

Make sure to select the appropriate architecture when downloading the .iso file.

If the computer is rather an older modell consider a lightweight derivative like Xubuntu or Lubuntu.
