cant get video to work and cant clean files

I got this computer off craigslist. It was a training computer with linux ubuntu 8.04 already on it. Im not sure what i did, but i can no longer see panels, no longer get any kind of video or anything. it always says add plugins but nothing works. I tried to go and clean up files but it wont even let me move to trash or anything. Im not to computer savvy and i need some help please and thank you.

Hardy is no longer supported on the desktop, only server. I suggest you delete Hardy and reinstall with Precise. Not only is it the latest Ubuntu release but it is also LTS (giving 5 years support).

My question was answered, but as i stated i am not computer savvy. So with that said in order to delete hardy and reinstall with Precise how do i do that? Do I need to take this to someone or is it something i can do on my own? I dont have any discs or any passwords. I just simply want to get back to viewing my videos and things. Im not sure if i deleted anything when i was tinkering around with it. Thank you
