Should I be able to file a bug against ubiquity from Xubuntu (wubi install)

When conducting ISO testing of Xubuntu WUBI and attempting to file a bug using the command

ubuntu-bug ubiquity

when running the Xubuntu instance completed installed inside Windows, as instructed by the testing wiki http://testcases.qa.ubuntu.com/Install/DesktopWubi , it reports

'Package ubiquity does not exist'

Tesing Xubuntu 12.04 build 20120201

I can find ubiquity package when ujsing launchpad.net

Is this a bug in xubuntu, ubuntu-bug or a mistake in the test wiki?

I did already work out how to file a bug from the web, but my question is whether `ubuntu-bug ubiquity` should work from the command line from Xubuntu (or ubuntu), or is ubiquity some kind of "special" package for which it is not possible to file bugs from the command line?

You can file it manually here: https://bugs.launchpad.net/ubuntu/+source/ubiquity/+filebug
Just compress and attach your logs manually to the bug report.

'ubuntu-bug ubiquity' works (sort of) when I tried it but failed to connect to the crash database. At any rate, if you do it manually it will get to where it should.

Maybe someone else can answer how to do it using 'ubuntu-bug'
