It is a message from your laptop's BIOS - the CPU frequency values, or the CPU itself has been changed. You need to know what CPU is in your laptop, and select the appropriate frequency for your laptop.

The values can change, for example, if your BIOS battery is run down (this will happen to older systems, the battery is often a silver button cell and is replaceable) and your system removed from power, or if the CPU has been changed.

This is happening before ubuntu is loaded, so you need to look at your motherboard (if using desktop) or laptop's manuals.

Oh, and the "F1" message just lets you tell the computer to accept the change and not bother you about it anymore.
