You could also try the Loco grou in your country to see if they have a CD distribution project:
http://loco.ubuntu.com/

The Shipit project that would send CDs all over the world for free is no longer operating, however there's plenty of cheap places to buy CDs including the above, and places like Ebay etc.

if you live in north america or one of the modernized countries, you can go to the local library and look for ubuntu books. they will have a cd in them that you can borrow and copy/install. or you can go to a local bookstore and they'll have linux/ubuntu magazines which will have a cd with the software.
