how to reinstall Ubuntu 11.04

A follow up to Answer https://answers.launchpad.net/ubuntu/+question/166134

I cannot get into terminal I only have access to the root terminal and when I enter your commands Notting happens. I have a partitioned drive using windows and linux, could you tell me how to reinstall 11.04.
