to download using aria2 package, install aria2 then type from a terminal:

aria2c http://releases.ubuntu.com/11.04/ubuntu-11.04-desktop-i386.metalink

I am still in Windows. I can't download 11.04 netbook because of not having the Metafile pkg. I am trying to learn how to install this Metafile pkg so I can download 11.04.

There should not be any need to bother around with a 'Metafile pkg'.
Just go to http://www.ubuntu.com/download/ubuntu/download and select the kind of download that is appropriate to you. Either just do a download of the .iso file with your web browser, or a download via a torrent network (available via the 'alternative downloads >' link).
Then create a bootable USB stick, or burn the iso to a CD as described on the page, and boot your computer from that device (as described in steps 2-4 on that page).

Please note that there is no specific netbook version for 11.04 any more; the netbook specifics have been incorporated in the standard desktop CD.
