change permission in ubuntu 10.10

ubuntu 10.4 is the first linux os i have been used
when ubuntu 10.10 releases i just order ubuntu 10.10 by postal
and try to update but i am unable to upgrade using ubuntu.10.10 cd
so i install 10.10 separately
as in the ubuntu 10.10 tomake file as exe cutable i right click on it try to change the permission
but i failed to do it
then i try install softwares cd which is created in ubuntu 10.4 usind apt on cd
but i failed to do it so i just return to ubuntu 10.4
how upgrade to 10.4 to 10.10 and 10.10 to11.4
can you please help me to solve these problem

To change permission of a file, you can use chmod:

sudo chmod +x filename.ext

To see more of chmod:

man chmod

To do an upgrade, you use:

sudo do-release-upgrade

i want upgrade without using internet connection
what about apt on cd

Download and burn the latest alternate iso and use that to upgrade your current Ubuntu version.

but how
i dont see any such options when i insert ubuntu 10.10 cd on 10.4

AptonCD isn't recommended for dist-upgrade. It's meant for usage of local repos.

Download Natty 11.04 CD, boot on it, and choose "Upgrade" choice. Now Ubuntu has an option to upgrade existing operating system.
