How to reinstall Ubuntu 11.04 natty, because its 'corrupted' ?

I installed Ubuntu 11.4 natty. dual boot with Windows 7. It worked like magic till I mucked it up turning it off while it was installing a download. Ever since it hangs, freezes halfway through installations, especially with Update Manager, and it won't retain new settings. How can I reinstall it on the same partition? Hoping to get a fresh start with Ubuntu, I'm not able to trouble shoot it, so I can't make any more mistakes! Can someone Please Help?? Also, is it possible to run applications ment for Windows, on Ubuntu??

Put in your Ubuntu CD and when it gets to the partitioning part tell it to install over your old installation.
