It is possible, just use the USB instructions here: http://www.ubuntu.com/download/ubuntu/download

I presume you want to install Ubuntu on external hard drive. In this case, be careful of installing bootloader on external hard drive. If you install it on internal hard drive, you will be unable to boot without external hard drive. Internal hard drive will be named sda. As you have two external USB device, one should be named sdb and the other sdc. But I can't predict if external hard drive will be first or second one. So identify which one is external hard drive and install bootloader on it.

I'm curious to know why you want such a configuration. This will also enable me to provide you a solution which fits better your needs.
A solution could be to install first in USB stick, and in a second step to move home folder on hard drive
Another one is to make a "data" folder on hard drive, and only system files will be on USB stick.
If you want to avoid any writing on USB stick, it is possible but more complex.

Can you help with this problem?
