If I download Unbuntu again will it have the new updates already in it?

If I download a new version of Ubuntu, will it have all the present fixes in it or will the fixes be updated later?

why do you need to download ? when you can just update with the update manager .
 if you download you will still have to do updates. because not all updates will fit on one cd .

what do you mean by "i cannot download ubuntu"? are you talking about the update manager not working?

usually, the updates should be included in the new downloads

To answer the question, yes.
At installation, all updates will be downloaded.
I don't know your previous issue. If you have an unreliable network, it could be best to install first without network, only from CD. So if you have issues with network, you still have CD files copied, and will not have to install again from CD.
But from another side, by using network during installation, you will get fixes since CD building, and could avoid boot issues.

 delance you are wrong ! after reinstall yesterday i still had to update after install 314 updates . i did mark download updates while installing .

It's something I will have to check, because it means that fixes will be delivered only after first reboot. And if a bug prevent boot, we will need to fix it by another way.
