Won't install; restart and the CD player whirrs and the monitor light blinks on and off, but it never starts at the install screen.

I put the CD in, choose Demo and Full Installation, click REBOOT NOW and when it restarts, it acts like it wants to begin installing, but the screen stays black, the CD players makes whirring sounds, the monitor's power light blinks on and off, and will sometimes stay on a while or off a while. Sometimes I can hit enter and it gives me some choices to full install, test disc and others, but it just disappears and continues doing the things I mentioned before. I've already used this disc on my main desktop with Windows 7... this other comp I'm putting it on now has Windows XP. It does the same with USB and I can't even see how to do it with the HELP BOOTING FROM CD option.

The steps in this answer https://answers.launchpad.net/ubuntu/+source/ubiquity/+question/130630 give you some hints and suggestions to troubleshoot.

To not waste your time the most important point is to check the md5sum of your iso image BEFORE to burn it to a cd or to load into a usbstick.

I put in the disc, chose FULL INSTALLATION, restarted and it staysa on a dark screen, my monitor light blinking on and off. It sat there all night long. Went in there this morning, and the monitor is flashing, attempting to come on but won't. That's all it was doing. Now UBUNTU is in my choices of which OS to boot on the boot screen, but when I choose UBUNTU (and I wanted Windows GONE!), it gave me a line an GRUB or something and just sat there again. So I restarted to Windows and am back at square one.

BTW, I burned an image CD in the computer I want to put this in.

If you get some grub error message, try to reinstall grub:
   https://help.ubuntu.com/community/Grub2#Reinstalling%20from%20LiveCD

I did successful installs on an HP laptop, an Acer netbook and my own main computer... and EACH computer gave me different problems, lol. This one won't even let me INSTALL it!

It will NOT boot from CD... you are asking me to go into the Ubuntu menu that I cannot access? And all that GRUB is GEEK SPEAK, I don't understand any of it :(
