Want to start fresh without Windows virus problems

I have a Windows XP desktop that has a chronic infection with viruses or malware that I can't recover after over a week of trying to clean it out. I want to start fresh with something different (I'm tired of all the problems with Windows).
Would Ubuntu be a good solution for me? What procedure would I follow to start fresh (format c:?) to guarantee that any existing problems wouldn't carry over to the new OS installation? Can you run Ubuntu without an underlying Windows OS?
