Night light turns on 1 hour before the expected sunset.

Please provide more details:

tzdata is responsible for the clock settings, but has nothing to do with "night light".
Which "light light" are you taking about?

Yes maybe asking wrong section. Sorry for that. Im asking in Display setting Night Light or Mode. Its not response correct sunset/sunrise time.

The settings look correct (coordinates are near Topkapi in Istanbul).

https://bugzilla.gnome.org/show_bug.cgi?id=784826#c2 (comment 2) explains that the gradual transition from day settings to night settings starts one hour before sunset and continues until it is complete at the calculated sunset time.
In the morning the transition also starts one hour before sunrise.
