If you dig into the software, you will see that this leap second is incorporated in version 2016g and later of the tzdata packages. And all supported Ubuntu release currently have version 2016j in the -updates repository.

Which Ubuntu release are you running (command "lsb_release -crid")?
Which version of tzdata do you have installed (command "apt-cache policy tzdata")?
