Turkish authorities changed dates of "daylight saving time "

Ministry of Energy and Natural Resources in Turkey changed the application of daylight saving time from October, 24th to November 8th.

Will there be a any upgrade options for users in Turkey?

You have to understand the different parties involved:
Wordwide coordination of timezone data and software is by the IANA, see http://www.iana.org/time-zones/repository/tz-link.html

They are already aware of the intended change in Turkey, see the messages from Sept 19, 2015 onwards in http://news.gmane.org/gmane.comp.time.tz

As soon as there is a new version of the timezone data published (current one is 2015f from 2015-08-10), this will be taken over by Ubuntu and packaged into an Ubuntu version.

I cannot predict how long IANA will need for their new version. Ubuntu usually follows rather quick (2015f in Ubuntu is from 2015-08-12).
