Daylight Savings does not work in Ubuntu 13.10

I live at Milwaukee, Wisconsin, USA. But as of March 11, 2014 : the computer shows wrong time - 1 hour back. It implies that the clock is not working according to daylight saving rules.

Any help on this issue please? Should a bug be filed for this?

What is the output of the following terminal commands:

uname -a
lsb_release -a
apt-cache policy tzdata

I had to change the time manually from the panel as I need the time for working. Here is the output.

Ok, your packages seem up-to-date.

sudo dpkg-reconfigure tzdata
