There has been a proposal to extend daylight-saving in Israel
starting on the Friday before the last Sunday in march and
ending on the first Sunday after the first of October, except when that Sunday falls on the Jewish New Year (as it will in 2027) when the change to Standard time will be on the following Monday.

The change has so far been approved by the Israel cabinet and will be officially announced (I suppose) shortly.

It is, the time data in the OS is WRONG, this needs changing. This is a bug
