Low download rate (50Kb/s)

Hi,
I have followed instructions from different sources to open a port and check the Ubuntu firewall let data coming in (out?) but my download rate is still pretty low : only 50Kb/s.

I also opened a port on my router

Internet provider is Bell (Sympatico) in Canada.
System is Ubuntu 9.10

Can you help me solving this, please?

New releases is out,and that can be reason why your download speed is so low.Servers are hot these days.

Thank you for your answer.
I finally realized my ISP is controlling its bandwidth during "peak hours" by blocking some particular kind of data transmission (targeted toward the main P2P softs)... Thank you Bell!
Indeed after 1am, my download rate was back to 400-600Kb/s.

Client is the king?... for sure no!
