If you go to Edit > Preferences, and move to the Speed tab, you will see the options for placing limits on the up- and download speeds. By default, these limits, if given, are applied to ALL torrents.

You can, however, override those defaults and specify different limits for individual torrents, so you can speed up or slow down one or more torrents, while leaving the others at the default speed.

Changing an individual torrent's speed property to "honour global limits" causes the default speeds given in Edit>Preferences to be reapplied.
