add packake tpm-fido in the Ubuntu TPM ecosystem

tpm-fido is software to use the TPM as security key on websites, see https://github.com/psanford/tpm-fido

it's compatible with Firefox and Chrome.

it would be a great addition to the Ubuntu TPM ecosystem

Ubuntu is copying most packages from Debian (to avoid double packaging work), and as far as I can see, most of the tpm- and fido-related packages in Ubuntu have been copied from Debian without any Ubuntu-specific modification (no "ubuntu" contained in the version string). So I assume I makes more sense to request that Debian build a tpm-fido package or include a tpm-fido (or tpm2-fido) program into their tpm packages, and Ubuntu can then take it over into its own repositories.
