i try playing vcd on ubuntu using totem its gave me an error of no url handler implemented for vcd, what can i do pls.

How Exactly are you trying to view the VCD

Clicking on it?

Try
Loading totem
In the Movie menu
select Play Disc

It's the third down

Chucksbeulah,
     Are you sure you have all the required codecs and plugins?
 Might I suggest Going to Applications>Add/remove
 In the upper right hand corner there is a "show:" pulldown menu.
 Select "All available applications"
 Search "gstreamer"
 Install the Gstreamer Plugins. Especially the ffmpeg video plugin.(Things like MPEG4 codecs,divx,wma,etc...)
 That should get most videos playing. If you want to play encrypted video (like most DVD's today) you'll need libdvdcss.
 If you don't already have it I can give you a step by step for it too.

 Another suggestion might be to try another player. VLC, which a lot of people use in windows, is available for ubuntu.
 Go into your terminal as a root user. Type "apt-get install VLC", and see if it works any better for you. I'm pretty sure it comes with all the codecs you'll need.
