how to open Terminal Window to record video

trying to upload video from a video camera the instruction is to open a terminal window by typing cd /dev - but where should I type this?

You can open a terminal from the top panel via Applications-->Accessories-->Terminal.

"cd /dev" means "change directory to /dev". "/" is the root directory and "dev" is one of the subdirectories. You can see what's there in "/dev" by going, again via top panel, to Places-->Computer-->File System-->dev.

If you type in terminal "cd /dev" you'll have ONLY change your place to that directory. There have to be something else in order to "upload video from a video camera", to say a command like "copy" (cp) or "move" (mv).
