What do you mean by a "launchpad" for Ubuntu? This website is called Launchpad and is used by users and developers to track bugs, work on packages offer help etc. It isn't something you download. If you are thinking of something else please clarify.

Launchpad is a website used by users and developers to do the things as jim said above.. However Launchpad is becoming open source and its being worked on presently...
