totem package

Is scaletempo usable yet?

I read on the 3.6.3 release

" Add patch to use scaletempo from -good (this is an Ubuntu-local patch as
    this move has not yet happened in upstream gstreamer). Remove gstreamer
    -bad BD and dep accordingly."

I am not sure what this means. But adjusting playback speed is a big feature for me and I would prefer to stick with totem instead of going back to vlc.

Is scaletempo or the equivalent in the works? Can I access it now?
