whenever i upgrade new verson of ubuntu 11.0 ,system tells me to check on internet connection.

Ubuntu 11.04 is end-of-life and not supported anymore.

I suggest performing a clean install of Ubuntu 12.04 LTS, which is supported until April 2017.

You can use the oneiric alternative ISO, mount it and run the installer there. Personally, I'd recommend a clean install and restore user data from backup.
