When trying to configure libdvdcss2, I get the following error:

Did you do an update before that? According to this: http://packages.ubuntu.com/feisty/base/libc6 the current version in feisty is new enough.

Use apt-get not dpkg (rather a low level tool) to avoid such problems:
sudo apt-get install libdvdcss2

OK, that gets Totem and Xine playing DVDs; but both of them have lines that flicker on the right side of the video screen; does this indicate a slow video card? Thanks...Jeff

Some problems with card/drivers probably. I've made a search and all that i could find were some problems with dual displays (xinerama), beryl, and one specific nvidia card (5200). Does any of this apply to you? What kind of card you have and what drivers for it?

Maybe try also with mplayer (mplayer-gnome; multiverse) or helix (helix-player; universe), i don't know about dvds but in some cases they can do what others can't.
