Look at "Playing Encrypted DVDs" - https://help.ubuntu.com/community/Medibuntu#Playing%20Encrypted%20DVDs

You need to install libdvdcss2.

Also, have you installed ubuntu-restricted-extras ? _ https://help.ubuntu.com/community/RestrictedFormats

DVDs playback requires you to have a valid licence to legally allow DVD playback, as the DVD format is a royalty based product.

Normally this is purchased with DVD software, but as ubuntu is free, this is not shipped by default. No check is performed by any software on the licence, you just need to have one.

If you want to install it, simply install "ubuntu-restricted-extras" from the software repository.
