tor package in Ubuntu

What's happened to the tor package in recent Ubuntu releases (including Karmic beta)? Debian includes tor, but I can't find it in Ubuntu using packages.ubuntu.com.

You have to go to the site and add the ppa: http://www.torproject.org/docs/debian.html.en

That doesn't answer my question.

Why is tor not in Ubuntu? What's the reason? How was it excluded?

They are not maintained and most likely old and therefore miss out on stability and possibly security fixes.

They are maintained in Debian. A package is usually just copied from Debian to Ubuntu universe as is. What's special with the tor package that it is not maintained in Ubuntu?
