Where should I report Ubuntu server related bugs?

Where should I report Ubuntu server related bugs?
Also, there's a know bug in debian which prevents tomcat being started which I happened to find in Ubuntu server too but was unable to find among the bug reports. Is this the right place?

you should go to this web then:
https://bugs.edge.launchpad.net/ubuntu/+source/tomcat5/
on the top left you will see "report bug", click there and follow the instructions
