How do I update my software? My OS is 10.04 to 10.08 and other installed software like Tomboy?

Software updates are notified through update-manager.
Usually scheduled once a week, security updates daily.

There is no 10.08, next version after 10.04 is 10.10, while 10.04 is a LTS, next LTS is 12.04.

I am a newbie to Ubuntu...what is LTS? Is 10.10 a stable platform and if so, how do I update to that?

LTS stands for Long term support.All LTS are supported for 3 years and other releases are supported for 18 months.Maverick (10.10) is stable but at the end of next month next release will be out.It is better to wait and then install latest,even you can run Lucid for quite long time.
