If you report a bug and the bug and security fixes are significant then the package will be updated sooner rather than later. Ubuntu is not a rolling release distribution and packages can be left unupdated in favour of one's with issues. It is rare that Ubuntu will stay up to date, especially in the LTS versions where stability is champion. If the bug and security fixes are slight then its likely that the package will not be updated in the repositories. There may be a PPA or other source of a package or you can compile it yourself
