Maybe bug in thunderbird package?

By default Thunderbird uses Western (ISO-8859-1) for de/-encoding of Messages and Attachments. While this is not a big issue most of the time, it starts to be annoying when you safe attachments that you need to be encoded in UTF-8. Since UTF-8 is the Systems default, shouldn't it become the default in thunderbird too? So the question that arises is: Is this a bug or intended? I found the same Problem in redhat solved 2008. https://bugzilla.redhat.com/show_bug.cgi?id=477014

I recommend that you create and account and post there saying you have confirmed the bug and providing your Ubuntu release and Thunderbird package version (after reading all the comments to make sure that you in fact have confirmed it), and then search for this bug on Launchpad and report it as affecting thunderbird in Ubuntu if it has not been reported here. Make sure to read https://bugzilla.mozilla.org/show_bug.cgi?id=470505 carefully before doing that, and to connect your Launchpad bug report with the upstream bug report by using the "Also affects project" link on your Launchpad bug page (and paste in the URL of the upstream bug).

You can link your Launchpad bug report with this question page by using the "Link existing bug" link near the top of this question page, but you should write your report in such a way that it is not necessary for the Ubuntu developers to come to this question page for information.
