If it is not in repos onlything you can do is to compile new version.

I'm going to mark this solved, as I think I've asked in the wrong place.

I know I can compile a new version, but what I want to know is how does an updated software version get into the official Ubuntu repositories, and so available from apt-get / synaptic? Or in other words, the developer's version is newer than the version in the repos. Can the repository version be updated?

"Can the repository version be updated?"

That depends on repository maintainers.I think in most cases packages are updated with new Ubuntu release, because of stability of system.
