I suggest you contact the PPA maintainer. Ultimately it's their porogative if they update their PPA as it is theirs for their own use. The fact that it is publicly accessible is a bonus.

If you feel the package should be updated in the official repositories then you can report a bug outlining the bug and security fixes in the newer version. Ubuntu doesn't update packages just because a new version is available, especially in the LTS releases. Stability is champion in Ubuntu so if a package has no real urgency to be updated then it will remain.
Ubuntu is not a rolling release and packages will get "old" but they will more than likely do what you need.
