Need complete steps to configure tempest on openstack icehouse

i have installed openstack ice house (not through Devstack). Now trying to install tempest following openstack doc. python version installed is 2.6.
git clone *.git command completed.
"pip install tempest/" step throwing errors.
Can someone please provide required steps to configure tempest for icehouse.
