needs update nobody uses this version

Ubuntu is no rolling release. This means that package versions usually are not updated to higher versions than the one initially provided with a certain Ubuntu release.
Newer package versions are provided only with newer Ubuntu releases.
There are exceptions to this rule, e.g. a limited list of packages like kernel, timezone information, Firefox, and in case that severe weaknesses and/or bugs in a package justify an upgrade.
Please see https://wiki.ubuntu.com/StableReleaseUpdates for details about the processes around upgrading packages in already-published Ubuntu releases or https://wiki.ubuntu.com/UbuntuBackports for the process of backporting the newest version that is available in the development version of Ubuntu to an older release.

There are PPAs with higher versions of telegram-desktop for Ubuntu 18.04, see https://launchpad.net/ubuntu/+ppas?name_filter=telegram-desktop
Maybe you can update your system with one of them.

Or you could try the "snap" version.

but first i think that 1.5 version is stable and have some security and bug fixes second pepole can download the package from website and they will not use the apt and snap or other things to install the telegram so please think about it ubuntu team needs to update this package

Report a bug stating the security and bug fixes. If they are significant then the package will be updated sooner rather than later
