upgrade 13.04 -> 13.10 failed due to not started mysql-server

Hello, I received a bug report from on of my users about tango-db. #1272755
So I reproduced the bug by myself.

so the tango-db upgrade failled because the mysql-server was not working.

So My qyestion is should it be an upstart problem.

On Debian sysv-init I never had this problem.

If you boot to the Saucy install CD and upgrade that way is it ok?

I took raring and upgrade to saucy.

So here the procedure.

from raring

apt-get install mysql-server
apt-get install tango-db

ok it works.

then upgrade to saucy. -> ko

Since I do not have an Ubuntu machine,

So I took a raring cloud image and start it with qemu from Debian unstable.

This was also observed from a virtual box .
