the package ist at 2.1, even though the upstream has moved alot

the taglib package in the ubuntu repo is still at 2.1 from 2012.
https://github.com/mono/taglib-sharp/releases

that's the newest official release, but the repo has changed since then. in particular I'm missing the opus support, which was merged in in january 2016.

so I'm asking here if you could add those changes to the ubuntu packages even though there is no official release.

I assume that you are confusing two different packages:

You created this question in the area for taglib https://launchpad.net/ubuntu/+source/taglib
Ubuntu version is 1.9.1 in all supported releases (except precise with 1.7), and on the home page http://taglib.github.io/ there is 1.11. as highest available version.

The web reference in your question refers to https://github.com/mono/taglib-sharp and the Ubuntu page for this software is at https://launchpad.net/ubuntu/+source/taglib-sharp
Github shows 2.1.0 as newest release from July 3 2012, and this version is also the one available in the Ubuntu releases (except precise with 2.0.4)

Please clarify what package and what original source you are really talking about.
