problem while editing runlevels using sysv-rc-conf

I am trying to run my cluster and the compute nodes cannot start unless the pbs_mom is started manually. For that to make the service start automatically i thought of configuring a runlevel for pbs_mom using sysv-rc-conf but when i try to [X] the runlevel then it says

10:Can't open /etc/run.d/init.d/functions

can anyone tell me whats the problem is? Thanks!

In Karmic files for Upstart are in /etc/init
Standard runlevels are set in /etc/init/rc-sysinit.conf
