XDG_SEAT, XDG_VTNR, XDG_SESSION_ID not set

I installed Ubuntu 20.04, it is running well, except it's failing to set environment variables XDG_SEAT, XDG_VTNR, XDG_SESSION_ID. I read that they are set by pam_systemd.so module. It's installed and I ran `pam-auth-update`.
I don't know if it's specific to my system or an upstream bug.
Would you please guide me to locate that issue?

I don't have any GUI 20.04 systems. You could boot the 20.04 ISO from USB / CD and test

I tested it via LIVEUSB, it's not set.

I have the same problem here. I am running Ubuntu 20.04.1 and XDG_SESSION_ID is not set. I have checked /etc/pam.d/system-user and pam_systemd.so is called.
What is the problem and how can I fix it
