eaon lacks IPMasquerade / libiptc?

I'm testing out eoan, I have a [Network] section with IPMasquerade=yes.
The system starts without complaint from systemd in the logs, but I see no evidence of source natting going on.
I'm not sure of sub-dependencies, but I think source natting depends on libiptc-dev, which I don't see among the listings in eoan.

Have I made a mistake? If not, I think ubuntu systemd-networkd really should throw errors when parsing features documented as working on the man pages but that Ubuntu has chosen not to provide.
