Comment 8 for bug 1838329

This was (possibly) fixed upstream in a similar way to comment 7:
https://github.com/systemd/systemd/pull/15836

essentially instead of calling mkswap inside flock, it calls systemd-makefs swap, which itself flocks the block device.
