* debian/extra/initramfs.hook: Install udevadm.upgrade when updating the
initramfs while udev is unconfigured.

70-persistent-net.rules.
* debian/extra/initramfs.hook: Don't install the dmsetup and md rules. This
is already done by dmsetup's and mdadm's initramfs hooks.
