Installations of new programs

I am a new user to Linux. I would like to install new programs to my Ubuntu 5.1, but cannot figure out how. I have e.g. dowloaded a version of skype. It says to open console (how?) and than write tar.......
The file for skype recommended for Ubuntu. the Debian file will not open at all. Any suggestion from some.

The debian file can be installed with the command:

sudo dpkg -i filename.deb

Hy, I answer your ather questios

to open the console:

If you use gnome (ubuntu):

applications -> accessories -> terminal (or gnome-terminal)

If you use kde (kubuntu)

KDE Menu -> System -> Konsole

you can also add programs with synaptic help or apt .
For synaptic just go to System-->administration-->Synaptic packages
For apt just open the console and write apt-get install <package>
