in Synaptic, trying to get to System>Administration>Synaptic Package Manager and cannot locate it.

I need to get to System>Administration>Synaptic Package Manager in order to put something in the Other Sources tab, however, I cannot even locate the System file.

You can run:

gksudo gedit /etc/apt/sources.list

and add it there. If it is a PPA link you can use:

sudo add-apt-repository ppa:address

obviously change 'ppa:address; for the actual PPA
