How does the "add downloaded packages" work in Synaptic?

On the "File" menu there is an option for "add downloaded packages".

But when I select it and navigate to a folder with downloaded packages, they are not selectable (greyed out).

Is this a bug or a feature? ;)

Am I missing something? Am I doing something wrong here?

its for using with the Generate package download script feature. its not a generic way of installing debs.
