residual configuration of packages in Synaptic and i cant purge them

When i use synaptic, i have seen that i have a lot of packages into the "residual configuration" set, but when i select them for purging, i cannot "apply", i have to make another action (upgrade, install, remove) to make it possible...

im using Ubuntu 11.04

is it a bug? is it a normal behavior?

Yikes that's loads.

dpkg -l | grep '^rc' | awk '{print $2}' | xargs dpkg --purge

and it will clean up that rubbish.
